Senate Democrats have filibustered President Bush's most conservative judicial nominees, including Miguel Estrada, Charles Pickering, and Priscilla Owen. According to progressives, the courts should be composed of ideologicallymoderate judges who will represent mainstream judicial viewpoints. The subject of this vote was a motion to invoke cloture (a motion which, if successful, would have limited debate and scheduled a final vote) on the confirmation of Priscilla Owen to be a judge for the U.S. Court of Appeals for the 5th Circuit. Progressives opposed the nominee and cited Owen's efforts to restrict the rights of women to obtain an abortion during her tenure on the Texas Supreme Court as the reason for their objection. The motion to invoke cloture failed to garner the necessary sixty-vote majority required for passage and was defeated on a 52-45 vote.
