In the wake of the Republican gains of the 2002 elections, Democratic opposition to the administration's version of a department of homeland security melted away. The Bush plan gave the president the power to de-unionize employees of the new department. Progressives opposed this change, arguing it was nothing but an attempt to break the backs of the unions, with no relation to the war on terrorism. Nonetheless, as the administration's version neared passage, it became harder to gather the support to stop it on procedural votes. This was one of those procedural votes: a motion for cloture, to limit debate and set a time for final passage. With 60 votes needed and Progressives voting against it, cloture passed 83-16. The next stop was the final vote.
