Wellstone (D-MN) proposed this amendment to the Democratic version of the farm bill, a huge bill reauthorizing a variety of programs and spending aid for American farms. The amendment would restrict payments under the Environmental Quality Incentives Program (EQIP) to certain new or expanding animal feeding operations. EQIP funds help farms clean up animal waste, but they had previously been limited to small and medium-sized farms. The House version of the farm bill, and its Senate incarnation, removed the caps. Wellstone and other Progressives argued this amounted to subsidizing corporate farms at the expense of smaller ones, and that the restrictions should be put back in place. His amendment was rejected, 44-52.
