During consideration of Congress's annual allocation of federal resources Senator Edward Kennedy (D-MA) proposed an amendment to fully fund President Bush's educational initiative known as the No Child Left Behind Act. The President's budget failed to allocate the necessary resources to implement one of his top domestic priorities; Kennedy's amendment corrects this omission. Progressives supported this amendment as a way to target federal resources to financially-strapped schools. Despite near-unanimous support among Democrats, the amendment failed on a 46-51 vote.
