This Republican-proposed amendment was part of the debate on a larger bill meant to fix some of the vote-counting problems of the 2000 election. The amendment would have allowed election officials to purge voting rolls of anyone who had not voted in four consecutive years. Progressives and Democrats in general worried the amendment might remove from the rolls many of the less-educated and lower-income voters who comprise a large part of the Democratic base. No Democrat voted for the amendment, and it was rejected, 40-55.
