Existing standards allowed much Defense Department work to be contracted to private firms without any real competition from the public sector. This amendment, proposed by Kennedy (D-MA), would have required the public-private competition for many of these jobs, and would have also required the private firms to bid 10 percent lower to win the contract. The amendment was supported by Progressives, who had long felt that the Pentagon's contracting rules punished public employee unions to the benefit of private contractors. Warner (R-VA) moved to table (kill) the amendment. The vote here, on the motion to table, was 50-49 in favor, thus killing Kennedy's amendment by one vote.
