Throughout the fall, Democrats had fought the administration's plan for a department of homeland security. Bush wanted the power to remove union protections for employees of the new department, something Progressives and Democrats in general felt was unjustified and unnecessary. But after the Republican gains of the November 2002 elections, Democratic opposition withered away. This vote was largely procedural: it gutted the Senate's Democratic version of the bill and replaced it with a Republican version that gave the president the de-unionization powers he wanted. With administration supporters voting "yes" and Progressives voting "no" position, the amendment passed, 73-26.
