This was an amendment to a larger election overhaul bill that attempted to address some of the vote-counting problems of the 2000 presidential election. To minimize the number of ballots tossed out from voter error, the amendment would have required states to allow voters using punch-card machines to verify their votes. Opponents argued the requirement would have been too difficult to implement, but supporters, including Progressives, felt it was a way to avoid a repeat of the Florida recount debacle. The amendment failed, 44-50, on a largely party-line vote. |
