As amended, the Democratic version of a national energy plan had required utilities to generate 10 percent of their power from renewable sources by 2020. Progressives backed the provision, despite the fact that it was weaker than a Jeffords (I-VT) amendment that had been defeated a week earlier (that amendment called for utilities to get 20 percent of power from renewables). Kyl (R-AZ) and his fellow Republicans saw it as "Soviet-style" regulation, and favored leaving the decision to individual states. Kyl proposed an amendment that would allow governors to opt out of the program if the program would hurt their consumers. His proposal fell, 37-58.
