A key difference between the Bush administration's energy plan and the Democratic version debated in the Senate was treatment of the Arctic National Wildlife Refuge (ANWR). Democrats, including Progressives, wanted to leave it untouched, while the Bush administration sought to open a portion of it for oil and gas exploration. This amendment, proposed by Murkowski (RAK), attempted to lure more Democrats over to the Republican position. It opened ANWR for drilling, but set aside a portion of the resulting profits to fund a benefits program for unemployed steel workers. But Democrats from steelproducing states did not bite, and the amendment failed to receive the 60 votes necessary to bring the measure to a final vote. This motion, also known as "cloture," did not even receive a simple majority. It failed, 36-64.
