Nelson (D-NE) had proposed an amendment to the Democratic energy plan that would have made the license application process for hydroelectric companies significantly easier, a process designed in part to protect fish and wildlife, as well as the rights of Indian reservations. Bingaman (DNM) proposed an amendment to this amendment that instead called for a study to explore such changes. Progressives supported Bingaman's amendment because they largely supported the current licensing process and preferred a more balanced approach to changing it. To thwart Bingaman's efforts, Nelson made a motion to table (kill) Bingaman's amendment, meaning a vote for the motion was a vote against Bingaman and for Nelson. The motion passed, 54-43.
