The Democratic energy plan debated in the Senate eliminated requirements that electric utilities buy from renewable energy sources wherever available. In its place, the bill required 10 percent of all power to be generated from renewable sources by 2020. Carper (D-DE) proposed an amendment that restored part of the original law by requiring utilities to buy power from industries that produce electricity from waste heat, a position supported by Progressives. Murkowski (R-AK) made a motion to table (kill) this amendment, meaning a vote for the motion was a vote against Carper's proposal and against the Progressive position. The motion failed, 37-60, and Carper's amendment was adopted by a voice (unrecorded) vote.
