Boxer (D-CA) had successfully amended the Democratic energy plan to provide equal liability standards for vehicle fuels, renewable fuels, and fuel additives. As it stood, the energy plan lowered liability protections for suppliers of ethanol and other "renewable" energy sources. Boxer's amendment, supported by Progressives, addressed the fear that this left victims unprotected should something about these sources of energy prove unhealthy or otherwise dangerous. However, the original amendment did not include a date for enactment. To correct this problem, Boxer proposed another amendment that would make the enactment date one day after passage of the larger bill. Reid (D-NV) brought a motion to table (kill) this adjustment, making a vote for the motion a vote against Boxer's attempt to give her amendment some teeth. The motion passed, 57-42, and Boxer's original amendment remained as it was adopted, without the enforcement teeth.
