As debate proceeded on the Democratic energy plan, Harkin (D-IA) proposed this amendment relating to energy efficiency standards for air conditioners. The larger energy plan had a provision requiring a 30 percent increase by 2006 in the minimum efficiency standard. Harkin's amendment struck that language from the bill, and substituted a direction for the Energy secretary to set a lower standard. Progressives supported the original provision because it encouraged energy conservation, so they opposed Harkin's amendment. The amendment passed even so, 52-47.
