Though determined to control spending overall, the Bush administration was eager to increase spending on the military. Progressives disliked this focus on the military and sought to control spending in that area of the budget. Feingold (D-WI) proposed an amendment to a large Defense bill that would impose spending caps for defense of $768.1 billion in 2003 and $786.5 billion in 2004 and extend a number of other procedural restrictions on the passage of defense-related spending. This amendment adjusted the spending totals envisioned by the earlier Budget Resolution, so under Senate rules it was possible to bring a point of order against it. Without 60 votes to waive the point of order, the amendment would fall. Gramm (R-TX) brought the point of order, and this was the vote on the waiver. A vote in favor was a vote for the controls on defense spending and for the Progressive position. The waiver fell one vote shy of the 60 needed, 59-40, and the Feingold amendment fell. |
