The Republican-controlled House and the Democratic-controlled Senate had been unable to agree on a final spending plan for 2003 before the November 2002 elections. Those elections gave Republican unified control of Congress, and they used it to move forward with their own spending plan when the new Congress convened in January 2003. Cantwell (D-WA) proposed an amendment to this Republican spending plan that would have added $679 million to the bill for the Workforce Investment Act, a job training program. Progressives supported job training, especially in the weak economy of the time, so they supported the Cantwell amendment. However, Stevens (R-AK) moved to table (kill) Cantwell's amendment, and Progressive opposition to this motion was not enough to save the job training funds. The motion passed, 50-48, and Cantwell's amendment fell.
