President Bush signed a treaty with Russia that would commit each country to reducing its nuclear stockpile. But Progressives and Democrats in general complained that the treaty was toothless: it set out no protocols for disarmament, it allowed each country to begin stockpiling after the last day the treaty was in effect, it permitted each country to store its weapons instead of destroying them completely, and it offered no procedures for verification. To address the last of these issues, Kerry (D-MA) offered an amendment that would have required U.S. intelligence to report to the Senate on its ability to verify Russian disarmament. Progressives supported this amendment because they supported a more effective disarmament regime, but the amendment was rejected 45-50.
