To enhance the job prospects for individuals during high unemployment, Senator Maria Cantwell (D-WA) offered an amendment to the 2004 budget resolution restoring $678 million for workforce training programs that had been cut in the resolution. The increase in spending for the training programs would be accompanied by a reduction in the size of the tax cuts contained in the budget resolution by an equal amount. Progressives supported Cantwell's measure as a way to improve the overall marketability of the U.S. workforce and increase job opportunities for Americans; when U.S. workers are not properly trained, companies often fill job vacancies with foreign workers who have received the necessary training. Democrats voted unanimously in favor of Cantwell's amendments and, with the help of three Republicans, were able to pass the measure on a 51-48 vote.
