The conclusion of U.S. military operations in Iraq brought chaos and anarchy; Iraqis, freed from the rule of Saddam Hussein, pillaged and looted urban areas such as Baghdad. Moreover, given the lack of an effective government to maintain the peace, it has been extremely difficult to provide reliable sources of food and water to Iraqi citizens. In an effort to insure that Iraqis receive adequate sustenance during the transitional period to new leadership, Senator Herb Kohl (D-WI) offered an amendment to the war supplemental spending bill providing $600 million for food assistance. Progressives supported Kohl's amendment because the Iraqi people are in dire need of humanitarian assistance as a result of attacks on their nation's infrastructure and the social chaos ensuing from the war. Every Democrat voted in favor of the Kohl amendment and the measure passed overwhelmingly by a margin of 67-26.
