During Senate consideration of a GOP-drafted tax cut bill, Senator Chris Dodd (D-CT) offered an amendment which would have pared down the amount provided in the bill for dividends tax cuts and curtailed proposed reductions in the highest income tax rate (dividends are corporate payouts to shareholders and are disproportionately received by wealthy individuals). Progressives supported Dodd's measure as a way to reduce the amount provided in the bill for tax cuts that benefit high-income taxpayers. In the view of Progressives, tax reductions should be targeted to low and middle income taxpayers rather than wealthy individuals. The Dodd measure was narrowly rejected on a nearly party-line vote of 49-50.
