One of several parliamentary maneuvers around a proposed economic stimulus package. In a bipartisan effort, Smith (R-OR) and Baucus (D-MT) put forward an amendment to a Democratic stimulus package that would have extended a temporary business tax credit for another year. The credit gave businesses an extra 30 percent bonus depreciation, and the amendment would have extended that bonus through September 11, 2004. Under Senate rules, a point of order can be made against any motion that decreases revenues beyond what the body had already planned for in the annual Budget Resolution. Conrad (D-ND) raised this point of order against the extra tax break. Progressives-who opposed the tax break-also favored the point of order and so opposed the waiver to it. With 60 votes needed to waive the point of order, supporters of the tax break managed only 39 in favor to 45 against, thus killing the amendment. |
