Democrats and Republicans proposed different versions of economic stimulus to aid the faltering economy. The Democratic plan was targeted mostly to lowerincome Americans. The Republican plan included most of the Democratic provisions--a $300 tax rebate for workers who did not receive one the previous year and an extension of unemployment benefits--but added reductions in individual and business taxes and an increase in the income exempt from the alternative minimum tax (the alternative minimum tax is a means of ensuring that everyone pays at least some tax). Senate rules require 60 votes to end debate and bring a measure to a vote. Such a "cloture" vote had already fallen four votes short on the Democratic stimulus package. Though the Republican version had even less support, its supporters proposed cloture on it. The motion failed, 48-47. Rather than allow debate to continue, Majority Leader Daschle (D-SD) pulled the stimulus package from consideration. A bill to extend unemployment benefits another 13 weeks was proposed and passed instead.
