This vote related to a bill that established low tariffs on certain products from Bolivia, Colombia, Ecuador, and Peru and extended a program of duty-free status on imports from 140 different countries. It also established "fast track" authority for the president, giving him the power to forbid amendments on trade agreements submitted to the Senate for approval. Progressives saw both as removing protections that saved American jobs from going overseas. The vote at hand here was on a motion to move to consideration of the bill itself. Because it presented an opportunity to stop the forward progress of the bill, a vote against the motion was a vote against the bill itself. The motion passed, 77-21, and the fast track bill moved forward. |
