Dorgan (D-ND) had proposed an amendment to a larger trade bill that would require the administration to negotiate with Canada and Mexico for more transparency in the decision-making procedures of the North American Free Trade Agreement (NAFTA). Progressives supported the amendment's principle of a more open NAFTA system. This vote was on a motion to table (kill) this amendment, making a vote in favor a vote against greater openness in the system. It was defeated, 29-67, leaving the amendment's move for greater openness intact. |
