At debate in the Senate was a bill that extended low tariffs to certain products from Bolivia, Colombia, Ecuador, and Peru, and reauthorized the Generalized System of Preferences, a program that granted products from 140 countries duty-free entrance to the U.S. But this bill was also a vehicle for passing trade promotion authority, or "fast track." Fast track would give the president the power to submit trade agreements to the Senate for ratification but not amendment. Progressives mostly opposed both portions of the bill as ways to remove protections that prevented jobs from going overseas. The vote at hand was about a motion to move to consideration of the bill. The vote was to establish cloture on this motion, and thus limit debate and bring it to a vote. A vote for this cloture motion was therefore a vote in support of the bill itself, because a vote against it was a vote to prevent the bill from moving forward. This cloture motion received the 60 votes it needed with nine to spare, 69-21.
