One of the Bush administration's top priorities was "trade promotion authority" or "fast track" for the president: the power to negotiate trade agreements and then submit them for approval by the Senate without any chance to change them. Progressives, however, were not happy with the extensive power fast track gave to the administration. They supported the amendment at issue here, which allowed a simple Senate majority to remove any part of a trade agreement that changed U.S. anti-dumping laws or other trade remedies. The vote at issue here was a motion to table (kill) that amendment, so it was opposed by Progressives (who supported the amendment itself). The motion failed, 38-61, and the amendment was adopted on a voice (unrecorded) vote, a victory for Progressives.
