The trade bill under consideration in the Senate included "fast track" trade negotiating authority for the president: the ability to negotiate trade agreements and then submit them for an up or down vote in the Senate, with amendments forbidden. Obtaining this authority was a top priority for the administration. This amendment was one of several attempts to lessen this transfer of power to the president. It would have required any trade agreement submitted under fast track to push its signatories to honor international environmental and labor standards, and would have established remedies to punish non-compliance. Progressives approved of this as an effort to prevent American jobs from drifting to countries with lower worker and environmental protections. The vote at issue here was a motion to table (kill) this amendment, so a vote for it was a vote against the amendment itself. The motion passed, 69-30, a loss for Progressives. |
