A top priority for the Bush administration was to acquire "fast track" trade negotiation authority: the power to negotiate a trade agreement and then submit it to the Senate for approval without amendment. This authority was attached to a larger bill that also reduced a number of tariffs on foreign products and extended a program of duty-free imports. Dodd (D-CT) proposed an amendment that would have weakened fast track authority somewhat: it would have required fast-track agreements to prohibit countries from weakening their labor or environmental laws with the goal of easing trade. The provision had been included in a U.S.-Jordan trade agreement from the previous year. The vote at hand was on a motion to table (kill) this amendment. Progressives favored maintaining protections for workers and the environment, so they favored the Dodd amendment and opposed the motion to table. However, the motion passed, 52-46, and the amendment fell.
