This was an amendment to a large trade bill strongly supported by the Bush administration. The bill established low tariffs and duty-free status on a number of products, but it earned administration support largely because it gave the president fast-track trade negotiation authority: the power to forbid amendments on trade agreements submitted to the Senate for approval and thus control the content of the treaty approved. Nelson's (D-FL) amendment to this bill would have made it harder for the president to lower tariffs on products already subject to certain trade restrictions. Nelson proposed the amendment to protect orange juice from Florida, but it garnered support from Progressives as well because it bolstered protections for American companies and workers. A motion to table this amendment was made, something Progressives opposed because it killed the amendment itself. However, the motion passed, and by a wide 60-38 margin.
