The Bush administration considered acquiring "fast track" trade negotiation authority to be one of its primary legislative goals for 2002. Fast track would give the president the power to forbid amendments on trade agreements submitted to the Senate for approval, thus providing him with much greater control over the content of such agreements. This authority was to be granted in a bill that also established low tariffs and duty-free status on a number of imports and extended some assistance to workers dislocated by trade agreements. Progressives were concerned that fast track would leave the Senate powerless to resist further erosion of labor and environmental protections, so they supported the amendment at issue here. It provided that any Senate resolution disapproving of a trade agreement would always come to a vote, thus ensuring that all the tools of obstruction available in the Senate could not be used against it. Grassley (R-IA) brought a motion to table (kill) this amendment. Though Progressives opposed this motion, it passed, 66-32, and the amendment fell.
