One of the most important goals for 2002 to the Bush administration was acquiring "fast track" trade negotiation authority. This status would allow the president to submit a fully-negotiated trade agreement to the Senate for approval, but forbid all amendments. It was a substantial grant of power that gave the president complete control over the content of trade agreements. Progressives struggled to restrict this power, which they feared would result in agreements that eroded labor and environmental regulations and weakened human rights. Along these lines, Wellstone (D-MN) proposed an amendment to the bill establishing fast track that would make protecting internationally recognized human rights a principal objective in trade negotiations. Baucus (D-MT) brought a motion to table (kill) this amendment. The motion failed, 42-53, and the amendment was subsequently adopted on a voice (unrecorded) vote.
