President Bush pushed hard in 2002 for so-called "fast track" authority: the power to negotiate trade agreements and submit them to Congress for approval without change. Fast track was a substantial grant of authority to the president, because it left Congress powerless to change any particulars of an agreement-the only way to block a provision would be to vote down the entire bill. Fast track authority was attached to a larger trade bill that also lowered a wide range of tariffs and extended assistance to workers displaced by the effects of trade agreements. Under Senate rules, "cloture" must be invoked to limit debate and take a bill forward to final passage. Progressives opposed cloture on the fast track bill, because they opposed the bill itself and had no interest in seeing it move forward at all. However, cloture for the bill received four more than the 60 votes needed to invoke it, 64-32, and it moved a step closer to law.
