The Bush administration pressed hard in 2002 for "fast track" authority. Fast track would give the president the power to negotiate a trade bill and submit the completed result to Congress with no changes allowed. Because changing legislation is an important part of the role Congress plays, removing this option was a major transfer of power to the president. Fast track was attached to a bill that also lowered a number of tariffs and extended a program of financial assistance to workers displaced by trade agreements. This larger bill changed the spending and revenue totals established by Congress in the earlier Budget Resolution, so it was subject to a point of order. Opponents of the bill, including Progressives, favored a point of order, because so long as it was not dismissed it would effectively kill the bill itself. This vote concerned dismissal of the point of order, and it received seven more than the 60 it needed to pass, 67-31. The point of order fell, the Progressive position lost, and the bill moved closer to final passage.
