In addition to the extra spending Congress proposed adding to federal totals in the wake of the September 11th attacks, there was a requirement that Bush designate all emergency non-defense funds before making any of them available. Emergency funds, once designated as such by both Congress and the White House, are exempt from certain spending restrictions. This was a way of requiring the administration to use all the funds Congress deemed emergencies, rather than letting the president choose which he considered most worthy of spending. Progressives supported this restriction, for fear that otherwise the president would be given too much power to control the spending agenda. As a result, they also opposed a Nickles (R-OK) amendment to strike the restriction from the bill. Stevens (R-AK) made a motion to kill Nickles's amendment, thus maintaining the existing restrictions on the president in the bill. The motion passed 58-36.
