Democrats made several efforts during consideration of the war supplemental spending bill to improve domestic security. The subject of this vote was an attempt by Senator John Breaux (D-LA) to increase funding by $2.7 billion for counterterrorism programs conducted by agencies such as the Transportation Security Administration, the FBI, the Customs Service, and the Coast Guard. Progressives supported the measure as a way to improve the capacity of domestic agencies to assess and respond to potential acts of terrorism. During consideration of the Breaux proposal, Senator Thad Cochran (R-MI) made a motion to table (or strike down) the amendment which succeeded on a nearly party-line vote of 52- 46 (thereby striking down the Breaux amendment). The partisan division on this vote can be attributed to differences between the parties regarding the amount that should have been provided to the President for discretionary (or flexible) spending on homeland security. |
