The costs of the Iraqi war effort and the administration's proposed $1.34 trillion in tax cuts threaten to dramatically increase federal deficits in coming years. Should the tax cuts become permanent, the federal government would have only one recourse to reduce federal deficits: cut domestic spending in areas such as education, healthcare, social security, and defense. In an effort to prevent significant cuts in domestic programs, Senator Ernest Hollings (D-SC) proposed an amendment to the 2004 budget resolution eliminating the $1.34 trillion in tax cuts contained in the resolution. Progressives support the Hollings amendment to protect important domestic priorities from spending cuts and view Republican efforts to reduce taxes before the costs of the war effort become apparent as financially irresponsible. The Hollings amendment, however, attracted only twenty-two supporters and was defeated on a 22-77 vote.
