This vote represented a second attempt by Senator Edwards (D-NC) to require that drug makers advertise their products in a balanced and responsible manner. Progressives endorsed the proposal to protect consumers because, in their view, drug advertising often fails to educate, and may even mislead, the viewing public about the effectiveness and risks of advertised drugs. While Edward's second attempt attracted more votes than the previous (and nearly identical) proposal, the amendment again failed; this time by a 39-59 margin.
